I’m not judging the parents because I don’t know what the situation is, but I do know that when my son was that age I never let him out of my sight. Especially at the beach!

My suggestion is to watch your children, stop leaving kids with other kids, and expecting them to be as responsible as an adult, ESPECIALLY NEAR WATER.
