On September 23, 2026, Kenya’s President William Ruto addressed the UN General Assembly’s 81st session General Debate. He told the world “the equality proclaimed in this assembly ends at the doors of the Security Council,” that international law “cannot be invoked loudly in one crisis, cautiously in another, and disregarded when convenient,” and that “capital must price risk. It must not price prejudice.” He pointed to Kenya’s own planned $16 billion oil refinery at Lamu (700,000 barrels a day) as proof Africa is ready to build, not only export raw material — “not a plea for special treatment… a proposition for shared prosperity.”
At the very same time, back home, Kenya’s own institutions have been doing their own work. In 2024, Kenya’s government pushed a Finance Bill built on outside lenders’ terms, aimed at raising close to $2.7 billion — young Kenyans filled the streets for weeks, and the bill was withdrawn. A second wave of protests hit in 2025 after Albert Ojwang died in police custody. Kenya’s own National Commission on Human Rights (KNCHR, a government body) has documented over 80 cases of abductions and enforced disappearances since June 2024; Human Rights Watch counts 41 people still missing; Amnesty International has documented a coordinated push to silence young Kenyan protesters online — a real accountability process, run through Kenya’s own institutions, moving alongside Ruto’s push for reform on the world stage.
