California has one of the highest incidences of elder abuse in the nation at 11 percent. In 2009, the California Office of the State Long Term Care Ombudsman received 13 percent of complaints involving abuse, gross neglect, or exploitation, more than double the national rate, according to the California Senate Office of Oversight and Outcomes. Rates of elder abuse are more prevalent in nursing homes and long-term care facilities, with two out of three staff members admitting they have committed abuse in the past year.
